Create Harbor Key
Generates a new Harbor credential and returns its plaintext value once.
Store the returned value securely. Polytomic returns it only in this response.
For access that expires automatically, issue a Harbor-subject temporary credential instead. Temporary credential issuance also supports user subjects.
