List Harbor Context Drafts

Lists mutable Harbor context drafts without returning document content. The collection includes drafts for published context documents and initial drafts that have not yet been published. Use `context_id` with the draft detail, replacement, promotion, and discard endpoints. Draft metadata does not include `content`. Fetch a selected draft through its detail endpoint to read the complete candidate. Normal context list and detail operations continue to return published content only.
