Get Harbor Context Draft
Returns the mutable draft for a Harbor context document.
Drafts are available only through the draft endpoints. base_revision_id
identifies the published revision from which the candidate was created. Normal
context reads and Harbor MCP tools continue to return the current published
version. Creator and updater IDs are null when their actor type is system.
